Planning Process

In the coming months an updated planning application which is based on the revised wind turbine layout will be submitted to the Department of Transport and Planning (DTP) for assessment. This updated planning application will be assessed under the Development Facilitation Program (DFP) pathway, which is now one of the assessment pathways for wind farm planning permit applications in Victoria following the introduction of VC261 (gazetted 4 April 2024).

The planning application will still be assessed against the provisions of the relevant planning scheme, with particular reference to Clause 52.32 and the Planning Guidelines for the Development of Wind Energy Facilities, which set standards and limits covering the following:

  • Landscape Impact;
  • Shadow flicker;
  • Impact to Flora and Fauna;
  • Sound Compliance;
  • Impact to Cultural Heritage; and
  • Electromagnetic Interference.

At the appropriate time in the planning process, DTP will seek input from local residents regarding the planning application. At this time a formal notice will be delivered to all properties in the vicinity of the wind farm, and all planning documents relating to the wind farm will be made available to download from the project website.
